SPE-3000 Field Evaluation for Medical Electrical Equipment
Imported, custom-built or modified medical equipment can be accepted for clinical use in Canada through a field evaluation to the SPE-3000 Model Code. We assess the equipment where it is installed, under an accredited field evaluation body program.
- The Code Written for Medical Equipment: SPE-1000 excludes medical electrical equipment by name. SPE-3000 is the code that covers it.
- Equipment and Systems Both: Individual medical electrical equipment and full medical electrical systems assembled from several devices.
- Assessed Where It Stands: We evaluate at the hospital, clinic or facility, with the system installed as it will be used.
- Shock, Fire and Mechanical Hazards: Construction, marking and test requirements assessed against the code.

What is SPE-3000?
SPE-3000 is the CSA Model Code for the field evaluation of medical electrical equipment (MEE) and medical electrical systems (MES). It covers safety as it relates to protection from electric shock, fire and mechanical hazards, and it sets the construction, marking and test requirements applied to medical equipment that carries no recognized certification mark.
Equipment that passes receives a field evaluation label. That label is what the Authority Having Jurisdiction needs to see before the equipment goes into clinical service, and it is recognized by the provincial authorities across Canada. The code is in its second edition, published in 2019, which widened the scope to cover categories the first edition left out: X-ray equipment and systems, MRI and CT scanners, laser equipment, and cosmetic and hygiene equipment.
Why medical equipment cannot use SPE-1000
SPE-1000 covers the field evaluation of electrical equipment in general, and it names medical electrical equipment and systems as being outside its scope.
That exclusion is deliberate. Medical equipment carries patient-contact risks, leakage current limits and essential performance requirements that general electrical safety provisions were never written to address. So it gets its own code, its own construction and test requirements, and its own inspector qualification rules. SPE-3000 sets an explicit experience bar for the inspector: five years conducting field evaluations of electrical and electronic equipment, or three years testing and certifying medical electrical equipment and systems to Canadian or equivalent international standards.
If a lab offers you an SPE-1000 evaluation on a medical device, that is the wrong code, and an AHJ can reject the label on that basis alone. Our SPE-1000 field evaluation page covers the equipment that does fall under it.
Which equipment needs an SPE-3000 field evaluation?
The trigger is medical equipment in service, or about to be, with no certification mark an inspector will accept:
- Imported medical devices: Equipment built to IEC 60601 in Europe or Asia that arrives in Canada without a Canadian mark.
- Medical electrical systems: Several devices combined into one working system in a clinical space, where the combination as a whole has never been certified.
- Custom and research equipment: One-off builds and modified commercial devices used in clinical or research settings.
- Relocated or modified installations: Equipment whose original certification no longer applies once it has been moved, rebuilt or integrated into something else.
What the evaluation covers
An SPE-3000 field evaluation is a construction assessment and a test campaign, run against the device as it is actually installed:
- Construction review: Enclosures, spacings, insulation, protective earthing and the internal wiring practice, assessed against the code.
- Electrical safety testing: Protection from electric shock, including the leakage current and earth continuity measurements the code calls for.
- Fire and mechanical hazards: Materials, temperature rise, and the mechanical hazards presented by the equipment in use.
- Markings and documentation: Ratings, warnings and the instructions for use that have to be present and legible before a label goes on.
Deficiencies are reported in writing. Once they are corrected, we re-assess the affected items rather than repeating the whole evaluation.
Our SPE-3000 field evaluation services
Evaluations are carried out under an accredited field evaluation body program, by an assessor who meets the experience requirements the code sets out.
- On-site evaluation: We attend the hospital, clinic, lab or facility and assess the equipment in place.
- Systems evaluated as installed: A medical electrical system is assessed as the combination it actually is, not as a stack of separate devices.
- Re-assessment after modification: Equipment that has been changed, relocated or re-integrated gets re-evaluated against the code.
- IEC 60601 testing alongside: Most imported devices need EMC to IEC 60601-1-2 and basic safety work as well. Both run in-house. See our IEC 60601 medical device testing page.
Your Partner for Medical Equipment Acceptance
Field evaluation to SPE-3000 for medical electrical equipment and systems, assessed where they are installed.
The Right Code for Medical
SPE-3000 is written specifically for medical electrical equipment and systems, which SPE-1000 excludes.
Evaluated in Place
We attend the facility and assess the system as it is installed and used, not on a bench.
