CQC Notice on Implementation of the New Standard and Implementation Rules for Safety Certification of Lithium ion Batteries and battery Packs for Portable Electronic Equipment (Category 001031)

On February 27, 2023, China Quality Certification Center(CQC) issued the following notice:

GB 31241-2022 “Technical Specification for Safety of Lithium-ion Batteries and Battery Packs for Portable Electronic Products” (hereinafter referred to as the “New version of the Standard”) has been issued on December 29, 2022, will be implemented on January 1, 2024, and replace GB 31241-2014 (hereinafter referred to as the “old version of the standard”). China Quality Certification Center (abbreviation: CQC) has revised the certification rule CQC11-464112-2015 for Secondary Batteries and Battery Packs for Portable/Stationary Electronic Equipment, which relates to the sub-class No. 001031. The requirements for the revision and implementation of the rules are hereby notified as follows:On September 17, 2022, The General Office of the State Council issued “Opinions on Deepening the reform of the management system of the electronic and electrical industry” (State Office of Development (2022) No. 31). The document clearly stipulates that the lithium-ion batteries, battery packs and mobile power supplies used in electronic and electrical products shall be included in the mandatory certification management.

This rule applies to the scope of portable electronic equipment with lithium-ion battery and battery pack will be CCC certification management, so the new CCC catalogue issued by the CNCA, CQC will no longer issue the corresponding CQC voluntary certification certificate.

Major amendments to the Rules

1. Modify the name of the rule as “Safety Certification Rules for Lithium-ion Batteries and battery Packs for Portable/Stationary Electronic Equipment”;
2. The application scope of the rules is adjusted;
3. 4.2.1 Modify the certification basis standard, GB 31241-2022 replaces GB 31241-2014, and delete CQC1161-2022 “Safety Technical Specification for Lithium-ion Batteries and Battery Packs for Portable Electronic Products”;
4. Adjusted 3.1 Requirements for the division of certification units and 4.1.2 Principles of sample delivery
5. Modify the contents of “5 Initial Factory Inspection” and “8 Review”;
6. 7.2.1 updated the time of the first inspection after 3 certificates in the certification mode and adjusted it to be carried out within 6 months after obtaining the certificate;
7. Revised Annex 1 Lithium-ion battery and battery pack safety certification unit division and sample delivery requirements, Annex 2 lithium-ion battery and battery pack safety certification factory quality control testing requirements for portable electronic equipment.

Implementation of the new version of the standard requirements

1. From March 1, 2023 to December 31, 2023, enterprises can voluntarily choose to implement certification in accordance with the new version of the standard or the old version of the standard. From January 1, 2024, CQC will adopt the new version of the standard certification and issue the new version of the standard certification certificate, no longer issue the old version of the standard certification.
2. For the products that have been certified according to the old standard, the holders of the old standard certification certificate voluntarily submit the application for the conversion of the new standard certification certificate to our institution, supplement the difference test of the new and old standard, and ensure that the product confirmation and certificate replacement according to the new standard are completed after the implementation date of the standard and before the end of the first tracking inspection. The conversion of all old standard certificates should be completed by December 31, 2024 at the latest; Overdue completion, my center will suspend the old version of the standard certification certificate; If the conversion certificate is not completed on March 31, 2025, our center will revoke the old version of the standard certificate.
3. Certificate conversion is not required for certified products that have been manufactured, placed on the market and are no longer in production before December 31, 2023.
4. All relevant laboratories can report to our Center the status of their testing ability of the new version of the standard, and should timely put on record the status of qualification recognition and recognition of the new version of the standard laboratory.

Since March 1, 2023, CQC Product Certification Department will begin to accept the application for certification of the new rules.
